Privin Network provides private investigation services in Guam, connecting clients with investigators and local partners experienced in background checks, surveillance, infidelity investigations, corporate due diligence, and international cases. As a U.S. territory, Guam combines its own local statutes with applicable federal law, and private investigation itself is not a separately licensed profession here.
Our investigators and local partners work throughout Guam, including in Hagåtña, Dededo, and Tamuning. Hagåtña, the capital and seat of government, is a frequent setting for corporate due diligence and cases touching official records. Dededo, Guam’s most populous village with more than 50,000 residents, is a hub for background checks and personal investigations. Tamuning, home to the Tumon tourist district’s resorts and duty-free shopping, is where visitor-related personal and insurance cases most often arise. Wherever your case is based, our investigators and local partners know the island.
Guam has no license specific to private investigation. The closest related law, Guam Code Annotated Title 10, Chapter 71, the Private Security Regulatory Statute, lists “private investigator” as one of several job titles that can fall under its definition of a Private Security Officer, but the Chapter’s actual requirements, a Firearms Identification Card and firearms training, only apply to officers who carry a firearm while employed by a Guam-licensed security business. Investigators who do not carry a firearm, and firms offering investigation services generally, are not required to hold a license specific to the work itself.
Our success is based on your success, and here are some of the many professional services our local private detectives in Guam can provide:
Personal Investigations
Not everyone is always who they say they are. Whether it’s an individual or a corporation, determine who they are and why they’re there.
Background Checks
Identify and confirm pertinent information about an individual for an important decision.
Surveillance
An organization or individual may find that they need surveillance help due to suspicious behavior or due to a situation or event that may have occurred.
International Investigations
If you have a business relationship or are contemplating a new business venture in a particular country, it’s not uncommon to need the services of a private investigator to verify good information about an individual or corporation.
Locate Investigations
With our investigative skills, we can help you gain addresses and phone numbers for locating individuals.
Cybercrimes and Digital Forensics
Equipped with the right technology and a highly skilled staff of professional investigative specialists, we can assist you in identifying a suspect, the purpose of an attack, and how it occurred. Guam’s cybercrime statutes are narrower than many jurisdictions’ single hacking law; 9 GCA Chapter 46 instead covers phishing, deceptive commercial email, and spyware through three companion laws enacted the same day in 2014, with conduct outside those specific laws still potentially reachable under federal computer-crime law.
Infidelity and Adultery Marital Investigations
A marriage or relationship brings with it the expectations of monogamy, but many find themselves in situations where this expectation is not being met by one or both of the individuals involved.
Our trained and experienced Guam private investigators, staff, and management all have police and/or military background, Furthermore, they are well versed in local customs, culture, and society.
A Police Clearance Certificate from the Guam Police Department’s Records and Identification Section is the standard background-check document on Guam, confirming whether a person has a recorded criminal history. Applicants submit a signed authorization letter, a valid photo ID, and a $15 fee payable to the Treasurer of Guam, with processing generally taking three to four weeks.
Guam’s divorce law, codified at 19 GCA §§ 8201 through 8219, is a fault-based system; a marriage can be dissolved on one of several specific causes, including adultery, extreme cruelty, desertion, habitual intemperance, and irreconcilable differences. An adultery-based case must be filed within two years of the act or its discovery, and at least one spouse must have lived on Guam for 90 days before filing. Custody is decided separately by the court, based on what is necessary and proper for the children involved.
Data privacy on Guam is governed by 9 GCA Chapter 48, the Notification of Breaches of Personal Information law, enacted in 2009. It requires any individual or entity that owns or maintains certain personal information, such as a Social Security number or financial account number paired with a security code, to notify affected residents without unreasonable delay after a breach, with civil penalties of up to $150,000 per incident.
Guam’s law on recording a private conversation is genuinely unsettled. Guam’s wiretapping and eavesdropping statute had mirrored the federal one-party consent standard, but the 32nd Guam Legislature repealed it in 2014 following a video-voyeurism case involving hidden cameras at a Bank of Guam branch. According to contemporaneous local reporting, attorneys on Guam have since disagreed publicly about whether recording a phone call without the other party’s knowledge is currently lawful, and no replacement statute has settled the question.

No. Guam has no license specific to private investigation. A related law, the Private Security Regulatory Statute, only requires a firearms license for security officers who carry a firearm on duty, and does not apply to unarmed investigative work.
Yes. Guam’s Notification of Breaches of Personal Information law requires individuals and entities holding certain personal information to notify affected residents after a security breach, with civil penalties for violations.
This is genuinely unclear under current law. Guam repealed its wiretapping statute in 2014, and local attorneys have publicly disagreed about whether recording a conversation without the other party’s knowledge is currently permitted.
Adultery is one of several recognized grounds for divorce on Guam, but a case based on it must be filed within two years of the act or its discovery. Custody is decided separately by the court, based on the needs of the children.
The Guam Police Department’s Records and Identification Section issues a Police Clearance Certificate confirming a person’s recorded criminal history, typically within three to four weeks of a signed request.
Guam addresses cybercrime through a set of specific laws covering phishing, spyware, and deceptive commercial email, rather than one general hacking statute, with federal computer-crime law also applying as it does throughout the United States.
